Our Mission

At Space Alliance Technology Outreach Program (SATOP), our mission is to help startups and small businesses overcome technical challenges in the development of innovative products. We provide targeted assistance by tapping into the vast knowledge base of our Alliance Partner network, which includes NASA, contractors, and academic institutions. Whether through brief consulting engagements, or longer hands-on development projects, we empower innovators to overcome product development hurdles. All at no cost to eligible Texas businesses.

SATOP is funded by the State of Texas and administered by the Bay Area Houston Economic Partnership to help bring ideas to market, create new jobs, and stimulate economic growth throughout Texas.

Our History

Since 1998, SATOP has connected Texas innovators with technical expertise to solve product development challenges. What began as a regional partnership between BAHEP, NASA Johnson Space Center, and the aerospace industry has grown into a statewide program helping businesses across a variety of industries bring their ideas to life.

1998

Technology Outreach Program (TOP) Established

BAHEP launched the Technology Outreach Program (TOP) to help regional businesses solve technical challenges by connecting them with engineering expertise and technology developed through the aerospace industry.

1999

State Support Begins

The State of Texas recognized the value of the program and began providing funding to expand its impact and reach.

2001

Program Expands Statewide as SATOP

The program evolved into the Space Alliance Technology Outreach Program (SATOP), expanding its reach beyond the aerospace community. By leveraging the knowledge, expertise, and technologies developed through the space industry, SATOP began helping small businesses across Texas in a wide range of industries.

2024

Program Revitalization

The State Legislature increased SATOP's budget in order to reach more small businesses in need.
